Robert Sham is the Director of ECO Report and a Registered Environmental Assessment Practitioner (EAP) with over 15 years of experience in the South African environmental sector. Since 2008, he has specialised in navigating complex regulatory landscapes. His work ranges from high-level NEMA Authorisations and Water Use Licensing to construction-phase ECO monitoring.
As a specialist in GIS mapping and Regulation 34 auditing, Robert is known for a data-driven approach to environmental compliance. He combines deep institutional knowledge of Western Cape regulatory requirements with a commitment to using integrated technology. By utilising spatial screening and digital reporting tools, he provides clients with clear, actionable, and regulator-ready solutions.
Carl Brown Environmental Manager & ECO
Qualifications: B.A. Development & Environment, Honours Geography & Environmental Studies (Stellenbosch University)
Experience: 7+ Years in Operations, Waste Management & Environmental Compliance
Carl Brown brings over seven years of operational leadership and technical environmental knowledge to the ECO Report team. With an Honours degree from Stellenbosch University, Carl has developed a deep specialised understanding of NEMA, SPLUMA, and ISO 14001:2015 standards. He has applied these across the FMCG, energy, and waste management sectors.
At ECO Report, Carl manages site-level operations and independent ECO monitoring. His background includes leading large teams in waste-resource processing and scaling sustainable production systems. This “boots-on-the-ground” experience allows him to bridge the gap between complex regulatory requirements and practical site implementation. Carl is a specialist in compliance reporting and Regulation 34 monitoring, ensuring that environmental management programmes are both legally sound and operationally efficient.
